PYTH risk filters

Before any PYTH alert fires, our rejection engine checks: liquidity ≥ $1k, spread ≤ 100 bps, freeze authority off, top-holder concentration sane, signal age < 15s, no recent same-mint cooldown, no rug-pattern match. About 60% of raw signals are rejected at this stage.
